IMO 2020 limits were passed as part of a MARPOL 2 Nov 2018 IMO won't call for pragmatic enforcement during initial phase of 2020. We can only assume that the implementation of the IMO 2020 regulation will see a similar development unless the law enforcement is stronger and the penalties are more costly
